More than a year after declaring the Caliphate the Islamic State has control over large swaths of territory in Syria, Iraq, and Libya, where millions of people live under its ironclad rule. While the Islamic State’s barbarity is undeniable, its life force stems from a side that, although less publicized, accounts for the majority of the group’s activities: a system of governance entailing institutional services, judicial processes, infrastructure work, essential consumer products, recreational activities, and more. These activities are transforming the 12-year-old terrorist group into a de facto governing body.
