This paper reviews the general approaches and specific measures that have been adopted by five North African countries - Algeria, Egypt, Libya, Tunisia and Morocco - in order to deal with the problem of 'foreign fighters' (FFs) returning home from Syria and Iraq. More specifically, the paper's author 1) sets out the general policy approach to FFs adopted by these countries; 2) outlines the measures being taken to prevent individuals from becoming FFs in the first place; and 3) describes how the fighters are actually being dealt with when they return home.
