In the wake of the deadly November 13, 2015, terrorist attacks in Paris, U.S. policymakers are
faced with a wide range of strategy and operational considerations related to the activities of and
threats emanating from the Islamic State (IS). A terrorist attack such as this prompts an
examination of U.S. domestic security precautions; the role of allies and coalition partners; the
appropriate military and diplomatic reactions; the safety and security of infrastructure and that of
travelers; and numerous additional discrete issues that require the active involvement of dozens of
federal, state, and local government agencies.
