There aren’t many examples of actual water wars, but violent international water-related confrontations do occur, and frictions over water can fuel internal conflicts within countries. In these cases, David Michel thinks it‘s the limited access to decision-making and inequitable allocation of costs that typically generate water-related conflicts, not the paucity of the resource itself. That’s why treaties and cooperative governance mechanisms continue to matter.
