Sumario etc. This briefing seeks to provide an initial analysis of the strengths and weaknesses of the European Commission's<br/>Impact Assessment (IA) accompanying its above-mentioned proposal, submitted on 5 July 2016 and referred<br/>jointly to Parliament's Committees on Economic and Monetary Affairs (ECON) and on Civil Liberties, Justice and<br/>Home Affairs (LIBE). This proposal would amend the fourth Anti-Money Laundering Directive, which was adopted<br/>on 5 June 2015 and is due to enter into force in 2017. The terrorist attacks of late 2015 had already prompted a<br/>review of the anti-money laundering framework when, in April 2016, the Panama Papers created a renewed sense<br/>of urgency to act in a related field. As a result, the IA under review consists of two parts. Part 1 analyses the<br/>amendments brought about in the light of the terrorist attacks, whereas Part 2 addresses the Panama Papers<br/>revelations. Both parts are presented in parallel below. This IA builds on a 2013 Commission IA, which was the<br/>subject of a separate initial appraisal.
