| Nota de sumario, etc. | Throughout Europe, criminal and extremist milieus are<br/>merging, with many jihadis and ‘foreign fighters’ having<br/>criminal pasts. An individual’s criminality can afect<br/>his process of radicalization and how he operates once<br/>radicalized. The Islamic State’s recent propaganda suggests<br/>that the group is aware of this reality. It has positively<br/>framed the crime-terror nexus by encouraging<br/>crime ‘as a form of worship,’ and has been lauding those<br/>from criminal backgrounds. This has been reflected on<br/>the streets of Europe, where perpetrators have used<br/>their criminal ‘skills’ to make them more effective terrorists.<br/>While understanding of the crime-terror nexus<br/>has developed, there are many knowledge gaps that<br/>have practical implications for countering terrorism. |
