Indeed, if the EU remains true to its principles, the new ESS will 1) facilitate Europe's engagement with the world; 2) help advertise its particular vision of socio-political organization to others; 3) enhance Brussels' cooperation with those who share its egalitarian aspirations, and 4) help identify "those who break the rules."
