Al-Baghdadi via his spokesman accepted Shekau’s baya`a and renamed the group as the Islamic State’s Wilayat West Africa, thereby rendering “Boko Haram” obsolete. In the next two months, ten other Islamic State wilayat in Algeria, Libya, Yemen, Syria and Iraq issued videos praising Shekau’s baya`a. Wilayat West Africa became the most significant of the Islamic State’s more than 30 claimed wilayat in terms of number of militants, territory controlled, and operational capacity.
