The data also points to how the character and make-up of al-Qa`ida in the region is also shifting. Both trends speak to the persistence and diverse nature of the al-Qa`ida threat and how the challenges posed by the group in the region extend well beyond Afghanistan and span across more remote locales, as well as major urban areas in Pakistan—even 16 years after 9/11.
