Disagreements on how to define “autonomy”
are stalling formal UN discussions on the
compliance of autonomous weapons with
international humanitarian law. A pragmatic
approach that focuses on the weapon’s critical
functions, such as target selection and firing,
can help move discussions forward in the future.
This brief examines some of the different interpretations of radicalization, ideas on why people become radicalized and theories on how people become radicalized. A key argument of the author is that there is no consensus on the definition of the concept of radicalization and that this has serious consequences for counter-radicalization initiatives. In light of this, the author also provides recommendations on how to develop a clearer definition of radicalization as well as how to better use the concept.
