However, al-Shabaab’s purge of external influences, reliance on local materials, and refinement of bomb deployment all indicate the importance of local expertise in its current IED campaign. Responses focused primarily on breaking international ties or taking out tech-savvy foreign-born or foreign-trained bomb makers are therefore unlikely to be sufcient or to succeed.
