A new network of Islamic State-afliated cells that has been operating in Giza is the latest efort to bring armed insurgency closer to the capital and Nile Valley, where disparate amateur militant groups have inefectually operated in recent years. Thus far, the Islamic State has struggled greatly in advancing its Egypt agenda due to a lack of in-country resources and experienced recruits as well as the relative strength of Egyptian security services.
